1. PURPOSE:

This publication provides guidance on understanding and rating the surface condition of flexible and rigid airfield pavements. It describes types and causes of distress and provides a simple system to visually rate pavement conditions on a scale  ranging from excellent to failed.

The guidance material contained in this publication is hereby adopted from FAA AC No. 150/5320-17 into the JCAA regulatory system as a guidance.

 

4. WHO BENEFITS FROM THIS PUBLICATION:

The information and procedures contained in this publication assist in providing a degree of uniformity to field observation made by airport staff or consultants in the process of collecting data related to the surface condition of airfield pavements. The information in this publication is not intended to decide the need or timelines for pavement rehabilitation projects. These decisions should be determined as a result of more technical investigations that may include a detailed pavement condition index (PCI) study.
