- Flight Operations Standards Directorate (FOSD) is structured in accordance
with ICAO recommendation to cover the certification and surveillance responsibilities
for Air Operator Certificate (AOC) holders, Approved Training Organizations
(ATOs) - JCAR OPS, Dangerous Goods Transport by Air to include air operators,
organizations and entities other than air operators, foreign operators and general aviation.
- Moreover, Flight Operations Standards Directorate (FOSD) is delegated the responsibilitiesof flight crew personnel licensing certification and oversight. The delegation includesFlight Training Organizations (FTOs), Type Rating Training Organizations (TRTOs), approved Theoretical Training Organization (TTOs) - JCAR FCL, English LanguageProficiency Assessment Centers (ELPACs) and Flight Synthetic Training Devices (FSTDs).

- Commercial Air Transport Section.
Responsibilities. Commercial Air Transport section is responsible for the certification and oversight of the Air Operator Certificate (AOC) holders, Approved Training Organizations (ATOs) - JCAR OPS, Dangerous Goods Transport by Air to include air operators, organizations and entities other than air operators and foreign .operators
- General Aviation and Training Section
Responsibilities. General Aviation Section is responsible for all civil aviation operations other than scheduled air services and non-scheduled air transport operations for remuneration or hire. The general aviation activities are classified into noncommercial business flying, pleasure flying and aerial work.
